From The documentation i think it does go into the "inactive" section.
Maybe for the next release, could i suggest a "expired" section?
The reason for this is i have mmebers that i make inactive for various reasons, and dont want these mixed in with those that
have simply expired.

The accounts do move to the inactive list after they expire.
I would second this request. I would like to be able to put some members in an inactive list and not allow them to sign-up again.
Another option would be to add a reason field to the inactive users... such as expired or other .... The default would be expired when the account expires and the other would be added when you deactivate an account in the admin area. Maybe have a deactivate with two options in the admin area first option is expired second option is other with a text box for reason.

also, what happens if once, the account has expired, are they able to sugn up again with the same email address?

Depends on your /configs/config.php setting. You have the option to have it check the inactive DB and if the account exists it will not allow them to re-register.

In that case, i would really like to see a seperate section for expired and inactive.
The reason being, i want the expried to be able to re-ergister, but i dont want the inactive to be able to.
At the moment, it seems that this is not possible.

May be better to just setup a banned db of e-mails that can not register?

Well, banned and inactive to me anyhow, are not the same.
If i have a member who doesnt submit the information fully, or correctly, then they are put on inactive, until they correct the info.
To ban them would not allow them access at all.

We'll see what can do. Adding in another user status is not a high priority at this point.
