Is there a link or form or page that a user can go to to unsubscribe from a newsletter? I have a link to subscribe but need something to send a user to when they no longer want to be on the list.

You would link to the control panel where they can login and manage the lists they're subscribed to, or unsubscribe completely.
Links to the control panel are sent with pre-filled login info within any e-mails sent from the program.
This data can also be saved for them so they do not need to enter it when they come back to the control panel.
